Years ago, New York apartment law insisted that apartments have 6 windows in order to help prevent tuberculosis which was rampant in the city at the time.  With two windows in the living room, two in the kitchen, and 1 in the bathroom, this one was built to satisfy the law.  The law never said the window had to be on the outside.
